Policy Matters

Both the Colorado Commission on Higher Education (CCHE) and Colorado State Board of Education have adopted declarations supporting college access for all Colorado students.
  •  CCHE Declaration on College Access

  •  Colorado State Board of Education Declaration on College Access - Since passage of SB04-189, the General Assembly has added several statutes supporting P-20 partnerships and efforts to encourage students to plan effectively for college.

  • Higher Education Admission Requirements (HEAR) ( Requisitos De Ingreso a la Educación Superior) - Adopted in 2003, this policy requires all students planning to attend a Colorado four-year college to complete up to 18 credits of high-school courses in specific subject areas.

  •  Senate Bill 04-189 - Signed into law in May 2004, SB04-189 established the College Opportunity Fund, performance contracts for higher education institutions and the requirement that the CCHE reach out to middle and high schools.

  • House Bill 05-1027 mandates an annual letter to parents of 11th grade students concerning academic requirements to avoid the necessity for basic skills remediation.

  • House Bill 05-1057 mandates an annual letter to parents of 8th grade students concerning academic requirements for successful admission to colleges in Colorado and financial resources available.

  • Senate Bill 05-3 created the CollegeInvest Early Achievers Scholarship, a $75 million fund for low-income students who take rigorous courses in high school. Disbursements will begin in 2008.

  •  HB06-1385 - Long Bill (page 3) includes the first Colorado Pre-Collegiate Scholarship funding of $800,000 with preference given to students who have successfully completed a pre-collegiate program.
